Since when do we poll the military?

Elisabeth Bumiller reports:

Mr. McHugh said it would be “counterproductive” to “take disciplinary action against someone who spoke with me openly and honestly.” He said the Pentagon was still trying to devise a way to more formally poll large numbers of service members about their views on changing the law.

When the military integrated, did they formally poll the grunts on the front lines to ask them how they felt about it?

The troops are bound to follow orders.  Isn’t saying there is a need to formally poll the troops implying that the greatest fighting force on Earth can’t handle having a gay dude in ranks?
